He interned for Mitch McConnell. He told voters he was a moderate veteran who would work across the aisle. Then he got to Frankfort. He sponsored a bill to let illegal immigrants stay on Kentucky's voter rolls, voted to expand local taxing power, filed gun control legislation, and pushed to loosen Kentucky's abortion law. Two actions. One week. March 2026.
House Bill 534 barred people who are not U.S. citizens from registering to vote in Kentucky and required their removal from the rolls. Moore filed Floor Amendment 5 to delete that provision from the bill.
When his amendment failed, Moore voted against HB 534. It passed the House 53 to 40 without him.
Moore posted the protest to his X account and defended it the next day, saying it was not "anti-American."

The bill let groups of local governments form special taxing districts empowered to levy a new property tax and a 3 percent occupational license fee on wages earned inside the district. Club for Growth called it a "crony tax increase scheme." Moore voted for it.
The bill prohibited Kentucky from charging sales or use tax on gold, silver, and platinum bullion and let taxpayers claim refunds. It passed 80 to 19. Moore was one of the 19.
Moore called the absence of the spending a "deep flaw" in the House budget.
He said he doesn't think of a probation or parole officer as a “typical first responder.”
SB 104 added probation and parole officers, university police, and airport police to the list of first responders protected from interference and harassment while working. Moore questioned including them and raised concerns that the bill could affect people filming ICE agents.
On the Kentucky Politics podcast, Moore criticized the provision making it an offense to camp or sleep in public places where it is prohibited, saying the legislature was "criminalizing people that are unhoused."
The bill's own fiscal note called for roughly $42 million in one-time construction costs appropriated to KCTCS to build programming space inside Department of Corrections facilities.

Under his bill, a gun owner who failed to report a loss or theft to authorities within 24 hours would be guilty of a Class A misdemeanor.
In a Threads post, Moore laid out support for expanded background checks and regulations on bump stocks and magazine capacity.
The Daily Independent identified Moore as a former volunteer for the gun control group when he spoke at a rally in the Capitol backing civil liability for parents whose children access their firearms.

The bill would permit abortion for lethal fetal anomalies and additional medical circumstances, allow abortion up to 22 weeks in cases of rape or incest, permit abortions in publicly owned hospitals, and repeal the spousal notice law.

Moore appears on Planned Parenthood's endorsement page for the 2026 cycle.

Amendment 2 would have let the General Assembly fund education options outside the public school system. Moore campaigned against it on Facebook.
Wants to move Kentucky's grid to “cheaper and cleaner alternatives” than fossil fuels.
Moore shared a Kentucky Lantern report on a study commissioned by environmental groups that argued for retiring "uneconomic" coal-fired plants and replacing them with solar and batteries.
The bill redefined "waters of the Commonwealth" to rein in state regulatory authority. It passed 69 to 26. Moore voted no.
A centrist doesn't talk like that. A centrist doesn't vote like that either.
